Short version: public records, presented as-is, for property research — not for targeting people. Membership is a Stripe subscription you can cancel anytime.
What BlockReport is
BlockReport ("we", "us") assembles public records published by the City of Philadelphia — property assessments, deeds, permits, violations, licenses, taxes, appeals, school and safety data — into readable reports, and offers an AI analyst that researches those records on request. By using the site you agree to these terms.
The data, as-is
Everything here is built from public city data, provided as-is, with no warranty. City records lag, contain errors, and get corrected. AI answers can be wrong. Verify anything that matters against the official record (property.phila.gov, atlas.phila.gov) before acting on it.
Nothing on BlockReport is legal, financial, tax, or investment advice. Value projections are extrapolations of assessment history, not forecasts.
Not a consumer report (FCRA)
BlockReport is not a consumer reporting agency and this site is not a consumer report under the Fair Credit Reporting Act. You may not use it to determine any person's eligibility for housing, tenancy, employment, credit, insurance, or any other purpose covered by the FCRA.
Acceptable use
BlockReport is for researching property. You may not use it to stalk, surveil, harass, threaten, or build profiles of individuals; to make FCRA-covered decisions about anyone; to bulk-scrape the site (the CSV and JSON downloads exist — use those); or for anything illegal.
We may warn you, rate-limit you, or suspend or cancel your account without refund if we detect misuse. The AI analyst is instructed to refuse requests that target people rather than property.
Membership & billing
Membership unlocks typed questions to the AI analyst. Checkout and billing run on Stripe; we never see your card number. Trials require a card and convert automatically to a paid subscription at the price shown at checkout unless you cancel before the trial ends — cancel during the trial and you pay nothing.
Cancel anytime: use the link in your Stripe receipt email or contact us; cancellation stops future charges and your access runs to the end of the paid period. Fair-use limits apply to the analyst (daily question and monthly research budgets) to keep the service sustainable.
Liability
To the maximum extent permitted by law, BlockReport is provided without warranties of any kind, and we are not liable for decisions made using the site or for errors in the underlying public data. Our total liability for any claim is limited to the amount you paid us in the twelve months before the claim.
The fine print
These terms are governed by the laws of the Commonwealth of Pennsylvania. We may update these terms; the effective date below moves when we do, and continued use means acceptance.
